Legal Guidelines for Medical Certificates in India (NMC Regulations)
In India, the National Medical Commission (NMC) and the Indian Medical Council (Professional Conduct, Etiquette and Ethics) Regulations mandate that any certificate issued by a doctor must be truthful, objective, and based on actual physical examination. Key statutory requirements include:
1. Identification Mark Mandatory
Every medical certificate must record at least one visible physical identification mark (e.g., a scar, mole, or birthmark) to prevent impersonation and fraud.
2. Registration Number & Qualifications
The issuing doctor must clearly print their full name, medical degrees, and State Medical Council or National Medical Commission registration number.
3. Explicit Dates of Absence
The certificate must explicitly specify the exact start and end dates of recommended rest (e.g., "from 12/10/2026 to 18/10/2026"), avoiding ambiguous phrases like "advised a few days rest".
4. Record Retention (Counterfoil Copy)
Doctors are legally required to maintain a duplicate carbon copy, counterfoil, or digital audit log of every certificate issued for a minimum statutory period of 3 years.
